Second Coentunnel 


In 22nd July, the Department of Public Works and Water Management announced the tender for the DBFM project Capacity development Coentunnel. It comprises a contract in which the design, building, financing and maintenance of the tunnels and the connecting roads will be tendered out to a private consortium for a period of 30 years. Aside from the construction of the second tunnel, the contract also includes the renovation of the existing tunnel, as well as the maintenance of both tunnels. The current planning envisages that the tender will take up to a year and is expected to have a contract value of about 600 million euro.

One of the consortia competing for this project and willing to take up the challenge to improve the accessibility of the northern part of the Randstad area is GATEwest. Strukton is participating in this consortium together with ABN AMRO, Ballast Nedam, Van Oord and GTI. After prequalifying in October 2005, the consortium was selected in June 2006 as one of the three parties to participate in the consultation phase of the competitive dialogue. This new tendering procedure has been introduced in the new European Guideline 2004/18/EG and implies negotiations between the client and individual parties preceding the submission of the final offers. The aim of this tendering procedure is to enable private parties to include innovative solutions in their bids.
