Safire selected as preferred bidder in PPP Renovation Ministry of Finance

The Safire Consortium, consisting of ABN AMRO, Burgers Ergon, GTI, ISS Nederland and Strukton, has been selected as preferred bidder in the tender for the Public Private Partnership (PPP) for the renovation of the Ministry of Finance building. The project comprises the design, renovation, financing and maintenance of the Principal Seat of the Ministry of Finance in The Hague. The contact has a Net Present Value of 173 million euro (excl. VAT). The user, the Ministry of Finance, is represented by the Government Buildings Agency as client. The bid of Safire has been judged on quality and cost and turned out to be the most economically advantageous alternative.

This project is the first PPP project for office buildings in The Netherlands. It comprises the renovation and redevelopment of the 66,000 square meters building, including the management and maintenance of the building for a period of 25 years and will provide office space for 1750 employees. For this tender, the Government Buildings Agency and the Ministry of Finance used the Design, Build, Finance, Maintain and Operate (DBFMO) approach for the first time.

The financing of the project is provided by ABN AMRO, which also is majority shareholder in the project partnership. Strukton is the building contractor, GTI provides all electric installations, BURGERS ERGON provides all mechanical installations and ISS is responsible for the facility services. Safire herewith combines all the knowledge and experience to be able to facilitate this innovative approach for the entire duration of the project. Safire distinguishes itself by paying attention to quality and its capacity to think along with its client to provide creative and innovative solutions, with the ultimate goal being the users’ satisfaction. The consortium is supported by Meyer & van Schooten Architects, Arup, DEGW and Peutz.

According to the current planning, contract close and the obtaining of all permits will be finalized in the course of 2006. Directly thereafter the renovation will commence. It is expected that the building will be put into use at the end of 2008 / beginning of 2009.
