New PPP approach for infrastructure

In the next few years, the PPP structure will be applied to new infrastructure projects. For this purpose, market parties will be involved in the development of projects as early as possible.

This new approach is the result of joint talks between the Ministries of Transport and Public Works, Finance, Housing, Town and Country Planning and the Environment and Economic Affairs and market parties including VNO-NCW, Bouwend Nederland, ONRI and banks. The plans have been further developed in the joint Taskforce PPS/Infrastructure under the guidance of the Secretary-General for Transport and Public Works.

Strukton is a firm believer in the need to bring about a mature PPS market. For this reason, Strukton Integrale Projecten is also one of the representatives on behalf of Bouwend Nederland on the Taskforce which has found solutions for many obstacles standing in the way of the structural application of PPS.

Involving market parties early on in the process (during the planning study phase, the exploration phase or even earlier) is seen as a prerequisite for successful public private partnership in infrastructure projects. To promote this, a practical working approach has been drawn up to draw together planning/milieueffectrapportage [environmental effects reporting] and tendering procedures. Work is still being carried out on new ways of approaching the market with the focus on the protection of ideas and compensation systems. A standard contract and manual has been drawn up for DBFM contracts (design, build, finance and maintain).

A number of specific projects have also been detailed that are suitable for PPS in the short term. Next year, the Taskforce PPS/infrastructure will monitor the progress of the 12 PPS projects and utilisation of the market in connection with these and define suggestions for improvement where necessary.
