Consortium MORE@Doetinchem, a consortium comprising Strukton, Ballast Nedam, Bank Nederlandse Gemeenten, Claus en Kaan Architects and ISS Facility Services, has been selected by the Government Buildings Agency as one of the five tenderers for the next phase of the PPP Project Development Tax Office Doetinchem. Following this selection, MORE@Doetinchem has come one step closer to realizing ‘Meerwaarde voor de Overheid in Rijkshuisvesting en Exploitatie’ (‘added value for the government for their accommodation and exploitation’).
This is the second PPP project of the Government Buildings Agency in which an integrated DBFMO contract is offered to tender, for the design, build, furnishing, financing, maintenance, and running of an office building for the Tax Authority in Doetinchem for a period of 15 years. In the new building (providing work places, meeting facilities and informal meeting areas for about 450 employees), several regional divisions of the Tax Authority will be combined. During the term of the contract full facility support is required, excluding IT-facilities. Unlike the first PPP project for government accommodation, the private party will become the owner of both the building and the grounds, during as well as after the termination of the contract.
Furthermore, this is the first PPP project of the Government Buildings Agency to be tendered on a procedure of a so-called competitive dialogue basis, allowing private parties to include innovative solutions in their bid and be able to discuss this with the client during the tendering process. In the coming phase the five selected parties will have to give their project vision, after which three parties will be selected for the final phase. According to the current planning, the final bids will be submitted in May 2007, after which selection of a preferred bidder is expected around July 2007.
