International award for Montaigne project

PPP-project Montaigne 2005 winner of the Public Private Finance Award 2006 ‘Best European Project to Reach Financial Close’
Last week the Montaigne Lyceum was awarded the Public Private Finance (PPF) Award 2006 for the best European public private partnership (PPP) to reach Financial Close. The prize was awarded to the clients, SCO Lucas and the City of The Hague, and to the private consortium TalentGroep. On behalf of TalentGroep the award was received by Erik Hermsen, director of Strukton Integrale Projecten.
The Montaigne Lyceum is the first PPP-building in The Netherlands. TalentGroep, a private consortium consisting of Imtech, ISS Facility Services and Strukton, has designed the building together with Rau & Partners architects, and construction is reaching the final phase. Upon completion, the consortium will take care of the management, maintenance and facility services of the school for a period of 28.5 years. The school board and teachers will then be able to fully focus on education activities, in a modern and specially equipped environment. TalentGroep works together with Bank Nederlandse Gemeenten, KPMG and Allen & Overy.
The Montaigne Lyceum offers modern education, based on the motto “Learn from yourself, learn with each other, learn in the world”. This kind of education, in which students are given a lot of room for independence and taking care of own responsibilities, is supported well by the school building itself and the set-up of a PPP contract.
In making the award the criteria for the jury were effectiveness in risk evaluation and risk transfer and the process to reach financial close. Also the jury judged aspects like design quality and durability, flexibility and – essential for the cost effectiveness of a long term project – the innovative character of the project.
The parties within TalentGroep each have their own specific expertise in the field of design, build, finance, operate and maintenance. Therefore the clients profit from innovation, but also from proven or best practice experiences in all fields. The PPP consortium does not get paid for the delivery of the building, but for the services provided and the functionality for the users during a long term period. The cost of a project during the entire life cycle form the basis for the exploitation. The choice of more expensive materials and installations, which are more durable and require less maintenance, can lead to savings and a cheaper project for the client in the long term.
According to a recent evaluation report of Ernst & Young, the PPP working method of the Montaigne Lyceum have resulted in a cost level 16% lower than by traditional tendering. Also there are high expectations with regard to the quality of the services offered during the entire life cycle. As an extra incentive for the PPP consortium, deductions are applied in monthly payments if the accommodation and services fall below the agreed quality level.
The official opening of the Montaigne Lyceum will take place on 9 October in the presence of the Ministers of Education and Finance. However, the Montaigne Lyceum will already open its doors to students and teachers on 1 August
