Evaluation and handbook PPP in education available

Montaigne 2005, the first school project and the first building in The Netherlands to be built through PPP and which will be exploited for 28.5 years, can be called successful. That is the conclusion of the evaluation of Ernst & Young (Dutch text only), who analyzed this much talked-about project of TalentGroep.

According to these analysts, not only a financial surplus value of 16 percent has been realized, but a clear qualitative extra value too. Ernst & Young also identified a number of important learning experiences in the public as well as the private domain, which will make PPP easier to organize in the future.

A good tool for local governments and school boards, who are considering using PPP in the future as an alternative for the realization of their accommodation needs, is the Handbook PPP Schools (Dutch text only), which is available on the website of the PPP Knowledge Centre. This handbook contains guidelines and example documents for all phases of the PPP process, like the drawing up of the tender strategy, the selection of the final offer and a model DBFM contract and accompanying explanation, based on the learning experiences of the Montaigne 2005 project.

TalentGroep warmly supports the publication of this handbook and is of the opinion that the call for, and support of, more pilot projects via the PPP Knowledge Centre, together with the development of the handbook, can lead to a strong development in the number of schools that can be realized by means of PPP. In this way more local governments and school boards can profit from the financial and qualitative extra value that PPP can offer.
