Following the PPP projects
Montaigne Lyceum and the
renovation of the Dutch ministry of Finance, a strong development in the number of PPP accommodation projects is expected in 2006. Aside from the progress of the earlier announced 4 projects, the Government Buildings Agency indicated the preparation of a new project last December. Also the ministry of Defense has earmarked its first PPP project.
The newly announced project of the Government Buildings Agency relates to the redevelopment of the Kempkensberg area in Groningen and comprises the joint new development for the Informatie Beheer Groep (IB-Groep, an administrative body that executes several Education Acts and Regulations on behalf of the ministry of Education) and the Tax Department. The existing offices no longer meet the contemporary user requirements and are of low quality and functionality. The IB-Groep, together with the ministry of Finance and the Department of Housing, Regional Development and the Environment, have therefore agreed on the initiative for the new development by means of PPP for a period of 20 years. Besides the realization and exploitation of the offices; parking facilities, infrastructural aspects, organization and management of the public space will also be part of the tender.
With the pre-announcement in the Official Journal of the European Union, the tender for the Tax Office in Doetinchem is the first out of 4 PPP projects identified by the central government that has been put out to tender. The PPP assignment includes the design, build, operation and finance of an office building for the Tax Department in the station area of Doetinchem for a period of 15 years. The Government Buildings Agency has indicated a gross floor area of 7,800 square meters for the project, that should accommodate 400 FTE’s and includes 80 to 120 parking places.
Recently a project team of the ministry of Defense started the preparations for the PPP tender of the new accommodation for its Staff Commando Land Forces on the grounds of the existing Kromhout barracks in Utrecht. The maintenance and management of the complex is part of a contract with an estimated value of 193 million euro. This PPP project is expected to come to market in the second quarter of 2006.

This working group thinks up solutions for dispelling impediments that block a structural application of PPP.
