DC16 selected for Detention Centre Rotterdam

DC16, a consortium comprising Strukton, Ballast Nedam, EGM architects, Smits van Burgst and ISS, has been selected for the competitive dialogue phase of the European Tender for the PPP project Detention Centre Rotterdam Airport.
The project comprises the realization of a new detention centre at Rotterdam Airport, replacing the current temporary facilities. With the increasing pressure for more detention capacity, the National Agency Detentional Institute (DJI) decided to replace the existing temporary facilities for 212 detainees, with a new detention centre, with 320 detention cells capable of housing 576 detainees. The project will also provide 95 office places and parking facilities for 210 cars and 50 bicycles.
This will be the first judicial institute in The Netherlands to be contracted as a Public Private Partnership (PPP), namely a Design, Build, Finance, Maintain and Operate (DBFMO) contract. The expectation is that the total long term cost of the new facility will be less, since all services (design, built, maintain and facility management services) will be developed, optimized and carried out by a single party. The contract has a span of 25 years. The user, the National Agency Detentional Institute of the Ministry of Justice, is represented as Client in this matter by the Government Building Agency.
This PPP-project will be tendered in accordance with the competitive dialogue procurement framework. The objective of this approach is to allow market parties to include innovative solutions in their submissions and to enter into a dialogue with the tender authority. According to planning, final tenders will be submitted in November 2007, preferred bidder selection being expected in January 2008. The concession will be awarded on the basis of both price and quality.
