Montaigne Lyceum: first PPP school in the Netherlands
As a TalentGroep partner, Strukton is actively involved in the first PPP school project in the Netherlands: the Montaigne Lyceum in the Ypenburg neighbourhood in The Hague. This is the first project in the Netherlands involving the design, construction, fitting out, maintenance, financing, management, operation and facility service provision for a school in a single integrated contract.

A study conducted by Ernst & Young (by order of the Ministry of Finance) shows that the form of public-private partnership (PPP) selected offers the following benefits:

  • better quality and a more economic solution. Total lifecycle costs will be 16% lower in comparison with the public execution variant.
  • efficiency gains generated on the basis of an integral approach towards the design, construction, financing and maintenance, and by coordinating these activities optimally.

The current funding system for education accommodation (where investment and maintenance funds can be split) makes it difficult to follow an integrated approach. However, this pilot project shows that this can be addressed properly. It need not form a barrier in relation to adopting a PPP approach to future projects either.

The Montaigne project forms part of a PPP school construction pilot programme. The programme participants include the Stichting Confessioneel Onderwijs Lucas, the Municipality of The Hague and the Ministries of Education, Culture & Science and Finance. They reached a joint decision to study whether PPP would deliver benefits in relation to school construction in the Netherlands.
