A good school building has a major impact on the quality of education provided. However, many school buildings do not meet the needs of modern education. PPP opportunities in education
There are numerous opportunities for public-private partnership (PPP) projects in education. There are around 2.5 million primary and secondary school students and some 350,000 adults work at 8,000 schools with an average of 1.1 offices per school. Expectations are that each year between 200 and 300 construction projects will be realised within the primary education and secondary education sectors. At present, 80% of all new construction projects still take place on the basis of the traditional tendering process. It would seem that this is set to change in the years ahead. Especially now since the politicians have delegated responsibility for school buildings to the local political arena and school governing bodies.
 
Increased knowledge and skills
While interest in innovative contract and tendering forms is growing, relatively little is known about this area. From a recent survey into accommodation needs in the education sector, it is clear that school governing bodies and municipalities possess insufficient insight into the added value and consequences of different tendering and contract forms. Important conditions set by them include:

  • a say in terms of design and operation; 
  • no operational burden on management for matters not related to their core tasks.

There appears to be a great demand for expertise and support in the area of innovative tendering. A clear vision and political will are needed in order to get PPP off the ground. Strukton Integrale Projecten hopes to contribute towards removing obstacles blocking the structural introduction of PPP. We consider it our responsibility to join forces with other market parties to stimulate expertise in relation to PPP and new tendering forms within national government, municipalities, school governing bodies and executive boards.
