Strukton Integrale Projecten advocates innovative solutions, which for example have a positive effect on the lifetime of buildings, the decrease in energy consumption, the quality of living environments and the welfare of people; high quality solutions that reflect the wishes of the user; solutions that are not only financially profitable, but contribute lastingly to the objectives of the client  and society.

The project 'PPP Renovation ministry of Finance' is the first project for government accommodation in The Netherlands realised through PPP. It covers the design, renovation, funding and refurnishing of the Ministry of Finance in The Hague, including the management and maintenance of the building and general and technical services for 25 years. The design is a good example of a lasting solution in which the future user is central and no longer the building.

The Safire consortium, in which Strukton Integrale Projecten has a leading role, was awarded the Dutch Building Prize for the design at the beginning of February 2007, both in the category ‘Integral designs and building’ and the ‘public’ prize. Safire won the prize for its new-look interdisciplinary approach to the total concept. We were able to provide an extra performance by looking at the whole from the various disciplines as a team. All facets were taken into account, which play a role in lasting, high quality accommodation.

Pilot project
This success is jointly due to the client: the State Building Department and the Ministry of Finance. They designated the renovation of the Ministry of Finance as a pilot project for PPP government accommodation. This created room for innovative and inventive solutions. They also considered qualitative criteria in the final judgement as well as financial criteria. The PPP form of tendering will save the client (on a life cycle basis) an estimated 15% compared with a traditional tender. 

The 'New Construction'
This first pilot represents the 'new construction'. We have learnt to understand the client’s wishes. We then not only had to make something to order, but also dare to take the initiative to translate those wishes into challenging project visions and well thought-out accommodation concepts. This enables us, in partnership with the client, to develop concepts that have a proven extra value. Concepts that we can also offer in future accommodation requests as a ‘product’. We build professionally with the investment of all the energy in one-time projects backing us up.

This asks for a huge about-turn. Another approach, another philosophy and other steering forces. You have to attune all disciplines to each other and integrally steer the whole. It is necessary for the success of new contract approaches that there is a flow of orders to stimulate the market and for all parties to share the knowledge acquired. The government works together with market parties on contract standardisation. Strukton Integrale Projecten actively contributes to this and to further knowledge development. Our aim is gain trust by giving trust.

PPP government accommodation is growing
The PPP market for government accommodation is beginning. Strukton Integral Projects was active in all PPP projects in government accommodation, brought to the market. Strukton has won five out of six projects. All these accommodation projects involve an integral contract for design, construction, funding, maintenance and general and technical services (DBFMO).
